A Ningxia entrepreneur was suspected of falsely issuing ordinary value-added tax invoices and retained Li Shu’s team during the review for prosecution, seeking a non-prosecution decision.

The team examined the background to the conduct, the individual’s state of mind, voluntary surrender, admission of guilt and acceptance of punishment, and payment of tax and late-payment charges. It developed submissions on the consequences and mitigating circumstances and researched 22 comparable non-prosecution cases from 19 provincial-level jurisdictions.

According to YunTing’s account, the procuratorate ultimately decided not to prosecute.
